NHTI Campus Safety Parking Policy and Procedures

Motor Vehicle Parking & Traffic Regulations

All students, faculty and staff may park their motor vehicles on campus free of charge. Residence Hall students are allowed to have only one vehicle parked on campus. All vehicles parked on campus, anytime, must be properly licensed and inspected. Students, staff and faculty are required to have a parking permit displayed on the lower left corner of the vehicle’s rear window.

Parking permits can be obtained through the Campus Safety Office, located in the Business Office, between the hours of 8:00 a.m. - 4:00 p.m., Monday through Friday. You can also apply for a parking permit online.

All residents must remove their vehicle from campus when the residence halls are closed unless special arrangements have been made with the Campus Safety Office. Also, commuter students, faculty, and staff are responsible for advising Campus Safety if they are planning to leave their vehicle on campus overnight. They must leave their keys with Campus Safety in case the vehicle needs to be moved due to an emergency.

Handicap parking will be reserved for vehicles operated by handicapped persons. All vehicles parked in handicapped spots must display State handicapped license plates or decals. If you are in need of a temporary handicap parking permit due to surgery, broken bones, etc., you must first supply the Director of Health Services with documentation from your physician. The Director of Health Services will then issue a temporary parking permit. Any vehicle illegally parked in a handicapped parking space will be issued a ticket and will be towed or booted.

With the exception of the parking lot directly behind Little Hall, and any spots marked reserved or handicapped, all parking on campus is on a first come first served basis. Any unauthorized vehicles parked in those areas will be ticketed and/or towed or booted at owner’s expense.

15-Minute Parking in Residence Hall Areas: Students are allowed to park their vehicle by the Residence Hall entrances for the purpose of loading and unloading only. Any vehicle parked for more than 15 minutes will be ticketed and will be subject towing or booting at owner’s expense.

Vehicles will not be parked by any of these doors except for loading and unloading. This refers to property too bulky to carry. Any vehicle parked for more than 15 minutes will be ticketed and will be subject towing or booting at owner’s expense.

Sweeney Hall Parking Lot: This area is designated for handicapped parking.

Tickets, Denver Boot, Towing and Fines

The Campus Safety Department will patrol the campus for the purpose of enforcing NHTI policies, providing general aid and assistance and crime prevention. Vehicles parked in violation of the Parking Policy may be ticketed, booted or towed.

Vehicles may be secured (Booted) with the DENVER BOOT. All fines relating to the Booted vehicle must be paid before the DENVER BOOT will be removed. In addition, a $25.00 “Boot charge” will be added and must also be paid before the DENVER BOOT will be removed. The Campus Safety Department will place an orange sticker on the driver’s window of any Booted vehicle, warning the driver not to move the vehicle.

It is not the responsibility of the NHTI Campus Safety Department to remove this sticker. Also NHTI is not responsible for damage done to any vehicle which is moved while secured with the DENVER BOOT, or by someone other than authorized personnel attempting to remove the DENVER BOOT.

NHTI Campus Safety Department reserves the right to secure a vehicle with the DENVER BOOT based upon circumstances, regardless of the number of previous violations.

A. Parking Violations
Parking tickets may be issued for, but are not limited to, any of the following violations:

  1. No Permit
  2. Taking two parking spaces.
  3. Parking on the grass/sidewalk/access roads
  4. Parking where signs prohibit/restrict
  5. Parking on a hashed-out end cap/tow zone
  6. Parking in a handicap space
  7. Parking in a reserved parking space
  8. Parking in a fire lane
  9. Blocking an entrance or exit
  10. Parking on roadway
  11. Park blocking dumpster
  12. Reckless operation
  13. Unregisterd and uninspected vehicles

    Vehicle owner is responsible for any tow/storage fees incurred.

    All ticket fines are to be paid within ten days of the date the ticket was issued. Payment is to be made at the Bursar’s Office. Failure to pay fines will result in the withholding of grades and degree. Receipt of fourth ticket could result in your vehicle being Booted and/or towed.

    Should an individual wish to dispute a parking violation, he/she must contact the Director of Campus Safety within ten days of receipt of the ticket, any appeal submitted after the alloted ten days will not be heard.

    C. Restrictions

    Restrictions from driving and having a vehicle on campus will be imposed for the following reasons:

    1. Driving at excessive speeds in such a manner as to endanger lives and property.
    2. Failure to stop at stop signs.
    3. Driving on lawns, seeded areas, and walkways.
    4. Receiving 4 parking tickets in a semester.

    1st Offense - Restricted from having or operating a vehicle on campus for up to 30 days.
    2nd Offense - Restricted from having or operating a vehicle on campus for up to one semester
    3rd Offense - Permanent restriction from having a vehicle on campus.

    Snow Removal

    • Notices will be posted in the Residence Halls, Capital Commons, Bistro and Smoking Gazebos prior to a snowstorm advising students where to move their vehicles. Any vehicles not moved by the designated time will be ticketed and/or towed at owner’s expense.
    • Whenever possible, announcements will also be made over the intercom systems in each residence hall advising when and where to move vehicles.
    • Additional notices will be posted indicating when vehicles can be returned to their designated parking area. It is equally important to return vehicles to their original location so that maintenance can remove the snow properly from those areas as well.
    • Campus Safety is always available to provide assistance, but such requests should be made in a timely manner so as not to hinder snow removal efforts.
    • Snow days will be declared in emergency situations.
    • Students, faculty, and staff need to leave their vehicle keys with Campus Safety or a friend if they are leaving their car campus. This is particularly important during the snow removal season from October 31 - March 31.

    Parking Permits

    Parking permits are available through the Campus Safety Department. All students are responsible for obtaining a permit for each vehicle they drive on campus. Vehicles without permits will be ticketed. There is no charge for parking permits.
